In order to have dynamic menu access to the scripts published by others you must tell Optimus RP where to look for the scripts server. To select a Script Server you click on the menu Tools->Options for Updates and New Projects before opening any projects. Then select the Other tab shown below.

The exact settings for the server name and server port are installation dependent and should be obtained from your system administrator. After these two settings there are two user dependent settings that can be changed. The Timeout for Connection... specifies how long Optimus RP will keep trying to connect to the server before giving up and reporting an error. The Frequency to Update... tells Optimus RP the interval to use between checking for new scripts on the server. The Test Server Connection button is a simple tool to quickly verify that the server is running and that you can connect to it. The final button Install Python in Windows Registry applies only to Windows users. This button will make changes to your registry so that any additional Python packages you install will be available from the version of Python that is distributed with Optimus RP.
